Important Update: ICS2 Release 3 Compliance for EU Shipments
September 15, 2025We are pleased to inform you that our E-Commerce platform will be enabled to capture the required data for ICS2 Release 3 in both booking requests and shipping instructions submissions starting on September 24th.
The European Union (EU) customs authorities aim to enhance market transparency and security by identifying potential risks associated with goods entering or transiting through the EU. ICS2 Release 3 applies to all economic operators transporting goods via sea or inland waterways that are discharged, transshipped, or transiting through the 27 EU member states, including cargo remaining on board.
An Entry Summary Declaration (ENS) must be submitted at least 24 hours before vessel ́s arrival to port of loading. EU customs will conduct a risk assessment based on the MRN (Movement Reference Number) assigned per Bill of Lading. No MRN = No Load.
To ensure compliance, the following data must be included when submitting booking requests and shipping instructions:
- Final cargo destination: EU Customs Zone or non-EU Customs Zone.
- Type of filing: F10 (Single filing) or F12 (Multiple Filing).
- Method of Payment: Wire transfer or Not Prepaid.
- For single filing: full details of both buyer and seller, including name, address, city, country, telephone, email, zip code, state, EORI, type of person (legal)
- For multiple filing: full details of the supplementary declarant, including name, address, city, country, telephone, email, zip code, state, EORI.
- 6-digit HS code per commodity.
- Weight and units per commodity.
Failure to provide the required information within the specified timeframe will result in the cargo not being loaded to the vessel. The customer will be responsible for any delays, penalties, additional costs, or liabilities imposed by customs authorities due to inaccuracies, omissions, or failures in the ENS-related information. This includes any legal fees and associated expenses.
Incomplete or inaccurate declarations may be rejected or subject to customs intervention, with potential sanctions for non-compliance.
